I can vouch for the Noctua NH-U12P SE2 as easily capable of taming such an OC and remaining quiet, but those Thermalrights should do a good job as well. My 3570K will run at 4.2 across all 4 cores but idles the same temperature as stock.

Sounds like the OC genie is not doing an offset OC, ie the voltage is fixed, and the CPU may not be clocking down as far as it can whe at idle. Personally, I'd just go with continuum's suggestion and use a decent budget cooler. Is the side panel on that case just a huge mesh panel? It seems like the radiator would get plenty of relatively cool air even if you set it up as the rear exhaust.
